What the Counter Will Ask For

A physical driving licence, valid, in your hand. Since a 2025 Interior Ministry circular a licence displayed on a phone screen is not accepted from foreign drivers, and rental terms mirror it: electronic licences are for Saudi citizens and residents only. Driving without the original document is itself a traffic offence.

An International Driving Permit, where your licence requires one. The rule is narrower than most guides suggest and is set out below.

Your passport and your visa, both presented at the time of hire. Photocopies are not accepted.

A credit card in the main driver’s name. Not a debit card at most counters, and not a card belonging to a spouse or an employer. The deposit is authorised against that card and the name has to match the licence.

One condition catches people who booked months ahead: the licence must stay valid for at least six months beyond the date you return the car.

The Licence Rules in Detail

Your licence must cover the class of vehicle you intend to drive. One restricted to automatic transmission narrows what you can rent.

Under Article 42 of the Traffic Law, a foreign or international licence is valid for one year from the date you enter the Kingdom, or until the licence itself expires, whichever comes first.

Visitors on a tourist visa must have their International Driving Permit legally translated into Arabic by an accredited authority. The permit exists so an officer at a checkpoint can read your licence, and an untranslated one does not achieve that. Arrange it before you fly, because arranging it in Dammam costs a day.

Which licences are accepted without a permit varies by operator. Original US and Canadian licences, EU and EEA licences, and South Korean licences carrying the English translation on the reverse are all taken as they stand on some offers. Where your licence is not printed in Arabic or Roman characters the permit is mandatory rather than advisable, and both originals must be shown together.

Most operators want the licence held for at least a year, some ask two, a few ask three. An edge case worth checking: some offers require the licence, the passport and the permit all to have been issued by the same country.

Residents of GCC countries drive on their GCC licence and cannot substitute an international permit for it.

Women rent and drive on identical terms to men. No additional document, no separate process, no restriction on vehicle type. That has been settled since 2018 and the industry treats it as unremarkable.

The Visa Rule Almost Nobody Publishes

Foreign renters can hire a car only within 90 days of entering the Kingdom, unless they hold a Saudi licence or a residency card. Arrive on a long visit, leave the car hire until month four, and the answer at the counter is no whatever your paperwork looks like.

More consequentially: holders of Umrah and Hajj visas are ineligible to rent, and so are holders of exit and re-entry visas. Dammam carries substantial pilgrimage-related traffic and this catches people who have already booked. Check your visa category against the operator’s terms before you pay for anything.

The two clocks do not run together. Article 42 gives your foreign licence a year of validity for driving; the rental industry gives you 90 days from entry to sign a contract. Being legal to drive is not the same as being eligible to hire.

Deposits, Age and Finding the Counters

Twenty-one is the floor at most operators. Drivers between 21 and 24 pay a young driver surcharge, premium and larger vehicles are usually restricted to 25 and over, and drivers past roughly 75 may face a surcharge or be asked for a medical certificate.

The deposit is authorised against the credit card rather than charged, and released after the car comes back and any outstanding violations have cleared. That second clause matters more here than at most airports, because Saudi traffic fines arrive automatically and sometimes days later. Expect the hold to sit on your card for a while after you have flown home.

A few operators accept a debit or prepaid card for the deposit and some list a reduced deposit, both usually as filterable options at booking rather than as the default. Assume a credit card unless the confirmation says otherwise in writing.

Follow the Car Rental signage from arrivals after customs. The desks are in one numbered row rather than scattered around the terminal, and one operator’s own directions place that row on the level below arrivals, reached by escalator and then left. Once the paperwork is done you walk to a designated rental parking area for the car.

Opening hours are worth confirming rather than assuming. Every operator shows round-the-clock availability on the booking platforms, which is a system default as often as a fact, while airport guides describe most desks opening around 05:00 and closing between 23:00 and 01:00 with only some genuinely 24 hours. On a 03:00 arrival, telephone the desk.

Mileage Is Capped, and 200 km Goes Quickly Here

Rentals at Dammam commonly include 200 kilometres a day rather than unlimited mileage, with anything beyond that charged per kilometre at the end. Check the allowance on the offer before the price, because the two are related.

Whether that is generous or tight depends entirely on where you are going. Moving between Dammam, Dhahran, Al Khobar and Jubail rarely troubles it: the whole Eastern Province cluster fits inside a normal day’s allowance with room to spare. Riyadh does not. It sits roughly 400 kilometres away, so a there-and-back day trip runs to four times the daily allowance in one go, and the excess appears on the final invoice rather than at the counter.

Unused kilometres usually pool across the rental, so a week of short local runs absorbs one long drive. A week built around long drives will not.

One thing worth setting expectations on before you collect: the fleet here leans towards Chinese marques alongside the Japanese and Korean models. A booking described as a compact crossover is as likely to be a GAC as anything from a European badge. They are current, well equipped and air-conditioned, which is what matters in this climate, but the badge on the bonnet will not be the one you pictured.

For Solo Travellers

Ride-hailing handles a single trip and stops making sense at the fourth. Dammam, Al Khobar, Dhahran and Jubail are separate destinations along the coast, connected by fast, wide and well-surfaced highways.

Police checkpoints are routine on intercity roads, so keep the licence, passport and rental agreement somewhere you can reach without unpacking the boot.

On desert highways after dark, camels are a genuine hazard. They are the colour of the road shoulder and invisible until the headlights find them. Slow down at night outside the cities however good the road looks.

If the trip is one hotel and one meeting, the arithmetic reverses. The airport car park charges by the hour with no daily cap, so a car left there while you fly out again costs more than it saves.

For Families

Children under 10 are not permitted in the front seat. The prohibition holds even if the child is on an adult’s lap, and the cameras that detect seatbelt violations detect this too, so the penalty arrives without a police officer ever being involved. Vehicles with no rear seats are the only exception.

Child restraints are mandatory for young children and carry their own penalty when absent. Reserve seats when you book rather than hoping the counter has spares, and inspect what you are handed: label present, shell uncracked, harness intact. Gulf heat ages plastic quickly.

Seatbelts apply to every occupant, front and back.

Heat has no exceptions. A parked cabin in an Eastern Province summer passes 60°C and does it in minutes, not in the hour people imagine. Nobody waits in the car, at any age, for any length of time, and that includes while one adult runs into a shop.

For Business Travellers

Dammam, Dhahran, Al Khobar and Jubail sit within an hour of each other on good roads, and a car turns four separate transfer bookings into one decision. Three points are specific to a business rental.

Crossing to Bahrain: Check Before You Plan It

Bahrain is 25 kilometres away across the King Fahd Causeway and the drive from Al Khobar takes under an hour when the border is quiet. Plenty of visitors assume a rental car covers it. The answer depends on your nationality.

Travel guides and booking platforms generally say the major agencies permit cross-border driving with written permission and extra insurance. The operators’ own published terms say something narrower. National and Enterprise both state that their vehicles may be driven into GCC countries only by Saudi citizens and GCC nationals, which excludes a visitor on a tourist visa entirely.

Take the operators at their word and get the answer in writing before you book a hotel in Manama.

Where cross-border use is permitted, expect conditions: authorisation arranged with the branch in advance rather than on the day, a cross-border fee, and a substantial penalty for crossing without approval. Standard Saudi motor insurance does not extend to Bahrain, so separate cover is needed regardless. Ferry crossings with a rental vehicle are prohibited outright.

The alternatives are a cross-border taxi, which several operators run as a scheduled service from Dammam and Al Khobar, or crossing as a passenger and renting on the Bahraini side.

Saher, and How Fines Reach You

Saher is the automated enforcement network, run by the General Directorate of Traffic and operating around the clock. Dammam was one of the eight cities in the original 2010 deployment, the Dammam to Riyadh highway is heavily covered, and the network now runs to thousands of cameras nationwide.

It catches more than speed: instantaneous speeding at a fixed point, average speed calculated between two cameras on the same stretch, red lights, seatbelt compliance detected by image recognition, mobile phone use identified by hand position, lane violations and hard shoulder driving.

Slowing for a camera and accelerating afterwards does not work where average speed is measured, which is much of the intercity network. Fines are issued within about a day and notified by SMS. In a rental car the violation reaches the operator first and is passed to you, usually with an administration charge on top. Thirty days is the window to dispute one.
