Customs at Dammam Airport is run by ZATCA, the Zakat, Tax and Customs Authority, not by the airport. Two figures decide whether you must declare anything: SAR 3,000 for goods and gifts, and SAR 40,000 for cash and valuables. The second figure changed in June 2026 and most travel guides still quote the old one.
The Cash Threshold Dropped to SAR 40,000 in June 2026
Until June 2026 the declaration trigger for currency, bearer negotiable instruments, gold bullion, precious metals, gemstones and jewellery was SAR 60,000. An amendment to the executive regulations of the Anti-Money Laundering Law, published in the Umm Al-Qura official gazette in late June 2026, lowered it to SAR 40,000 (about USD 10,600). The rule applies on the way in and on the way out, and it applies per traveller.
ZATCA’s own English traveller guidance had not been updated to the new figure at the time of writing and still displayed SAR 60,000. Anyone comparing sources will find both numbers. Work to SAR 40,000: it is the lower of the two and the one the current regulation sets.
The same amendment widened ZATCA’s powers. Undeclared or falsely declared cash and valuables can be held for up to 72 hours, including where the value sits below the threshold and money laundering is suspected. The Public Prosecution may extend a seizure by up to 60 days, and anything beyond that requires a court.
The SAR 3,000 Goods Allowance
Luggage and gifts pass without duty when they are clearly personal, are not in commercial quantities, are not restricted or prohibited, and do not exceed SAR 3,000 (about USD 800) in total value. Above that, or in commercial quantities, they must be declared.
The same SAR 3,000 figure is the cap on what an arriving passenger may buy from duty-free shops in the arrival hall, for personal use, with a separate limit of 200 cigarettes.
What Is Banned Outright
Alcohol, pork products, narcotics, pornographic material and gambling equipment do not enter Saudi Arabia in any quantity.
Alcohol is the one that catches travellers most often, and the trap is specific: a bottle bought at the duty-free shop of your departure airport is still alcohol when you land at Dammam. Sealed bags and receipts make no difference. Buy it on the way out of the Kingdom, not on the way in.
ZATCA also lists counterfeit currency, fireworks and concealed-camera devices among prohibited goods. You are responsible for what is in your bags, which is the reason not to carry a package for someone else.
Tobacco, Vapes and Perfume
Tobacco must be declared above 200 cigarettes or 500 grams of other tobacco products.
Vapes are legal. Nicotine e-cigarettes are classified as tobacco products in Saudi Arabia and disposable devices are permitted, so a personal device and personal quantities of liquid travel without a problem. Commercial quantities do not. Using one is restricted wherever smoking is restricted, which includes the terminal at Dammam.
Perfume and cologne travel in reasonable personal quantities. No millilitre figure is published, so the test applied is whether the amount looks personal rather than resale.
Medicines and Drones Need Approval First
Both are restricted rather than banned, and both require clearance from the relevant authority before you fly rather than an explanation at the counter.
For prescription medication, carry it in original packaging with the prescription, and arrange the Saudi Food and Drug Authority permit in advance for anything controlled. For a drone, the approval comes from the civil aviation authority. Arriving without either turns a restricted item into a confiscated one.
How to Declare
Three routes exist, and the first is much the easiest:
- Electronically before you land, through the ZATCA app for iOS and Android or the declaration page on the authority’s website.
- At the customs declaration office in the terminal on arrival.
- On departure, through the same channels.
Cash and precious metals are the exception to the convenience of the app: even after declaring electronically, travellers carrying them are expected to complete the procedure at the declaration office at the port. Allow time for it. Full rules are published by ZATCA.
Where Customs Sits in the Arrival Sequence
Customs is the last step, not the first. After the aircraft is on stand you clear passport control, collect your bags from the carousel, and only then pass customs into the arrivals hall. Declaring before you land removes the longest part of it.
If someone is meeting you, tell them the customs step is the unpredictable one and point them at the live arrivals board rather than a scheduled landing time. Drivers waiting in the car park pay by the hour.
How much cash can I bring into Saudi Arabia without declaring it?
